IRP Registration, Plates & Cab Cards

IRP is a system for apportioning qualifying commercial-vehicle registration among member jurisdictions. Eligibility depends on equipment, interstate operation and base-jurisdiction facts. A plate or cab card answers a registration question; it does not replace fuel-tax or other operating requirements.

The short answer

IRP is a system for apportioning qualifying commercial-vehicle registration among member jurisdictions. Eligibility depends on equipment, interstate operation and base-jurisdiction facts. A plate or cab card answers a registration question; it does not replace fuel-tax or other operating requirements.

Review qualification and the base state

Start with the actual vehicles, axle configuration, weights and operating jurisdictions. California DMV explains the qualifying vehicle and base-jurisdiction criteria. For a Washington or Oregon account, confirm the corresponding agency instructions before preparing the transaction.

Choose the exact transaction

New account, renewal, vehicle addition, deletion, transfer and replacement credentials need different records. Write down the change requested and the expiration date rather than requesting a general “IRP update.”

Keep the issued records together

As a practical handoff, retain the completed transaction, payment record and resulting credentials with the vehicle information. Identify which prior credential is being replaced and any outstanding action before using the new document.

What to prepare

What can delay or complicate the work

A practical review sequence

  1. Identify the exact request, entity and period.
  2. Compare available records and list missing facts.
  3. Agree on the supported work, permissions, provider steps and fees.
  4. Retain completion evidence and unresolved follow-up.

SafePass’s role

SafePass can review a request and scope supported administrative preparation, record organization or provider coordination. Availability is confirmed for the service and jurisdiction. The employer, qualified provider and responsible agency retain their own decisions and duties.

Frequently asked questions

Does every truck crossing a state line need IRP?

No. Review the vehicle and operation against the plan and base-jurisdiction criteria.

Can SafePass issue California plates?

We do not claim California ICP participation or direct plate issuance. The authorized fulfillment route must be confirmed for the transaction.

Is IRP the same as IFTA?

No. Registration and fuel-tax reporting are separate programs.
